FXS Voltage supplied

What is the on-hook voltage supplied by a FXS card in a 3640? My understanding is it should be 48v, but instead is only approx 26v. Because of various reasons we are using a FXS to a Ericson MD110 and the PBX is failing to detect a dial tone.

Open circuit ring voltage should be between

84 and 104 vrms(236-293 Vpk-pk)
