Gatekeeper - call bandwith within CAC configuration - 16kbps or 64 kbps ?

Could any one tell me from wich IOS release the RAS bandwith value is 16kbps instead of 64kbps?

Doing:

show gatekeeper zone status

sometime I get call bw 64kbps, sometime I get 16kbps.
