Get phone list in CallManager Express, AXL?

In CCM 4.x, we can get the phone list usig devicelistx.asp or AXL/RisPort.

In CCM 5.x, we can get it, using AXL/RisPort.

How do we get the list of phones (description, mac and IP) on CallManager Express? Does it support SelectCmDevices function via AXL/SOAP such as in CCM 5.x?

It lists everything you can do on a CME. As you can see, there's a way to send cli commands via XML so anything you can do on the CLI you can do with XML.
