There are multiple ways: you can configure a service to require the userid so anybody subscribing has to provide their user id.
Then there's the usual phone ip -> phone (devicelistx.asp) -> user (axl/extension mobility webservice), or the shortcut by appending ?device=#DEVICENAME# to the service url so you get the phone right away and just have to go phone -> user using the same means mentioned above.
When using extension mobility, it gets a bit simpler: you still need the #DEVICENAME# thing, but from that you can directly access the em service.
