Group Pickup

I am trying to implement the feature where if extension xyz is ringing and no one is there to pick it up, another user can pick up line xyz from their phone. My first attempt is with Group Pickup. This works, except it seems it would only be ideal for a 2 person group. If there are three lines in the group, 2000, 2001, 2003, and there are calls coming in on 2000 and 2001, the user at 2003 dials the group pickup number and it always picks up 2000. There isn't a way to get 2001. What am I missing?

The way I understand group pickup is is you have 3 lines in a pickup group and 2 of the lines are ringing, when someone dials the call pickup number for the group it will pickup the line that was ringing first.
