We have a cluster that is currently handling IPCC and Enterprise IP Phones. We want to add another cluster, but have the original cluster handle the IPCC users and the new cluster handle the Enterprise phones. What is the best practice to achieve what I am seeking? We thought to replicate the database on the new servers from the original, then remove what we do not need on the new system.

The replication will not work, the hostname of the server would remain the same, and would cause duplicate hosts on your network.
The only way I see about doing this is to perform manual phone export using BAT and importing onto the new server, and anything else BAT will allow you to export. Everything else would have to be recreated manually.

Basically, what your saying then is we would have to rebuild any configuration (gateways, device pools, partitions, calling search space, etc., etc. on the new cluster, then import the users we want to migrate to the new cluster with BAT.

Yup.
