I have a Cisco Unity -UM version 3.1(3)
At the Subsciber Template \Messages I Configured that
the Maximum message length = 300 second.
But the recorde message time is 15 second!
How can I increase the recorded massages time at unity 3.1 to 30 sec ?

Sounds like it may be working off the demo license. Do a key dump and verify that you have a full license installed and visible to the system.
