Each time you create a 'Voice Mail only user' or 'Unified Messaging user' you will use a template, which will be part of a Class of Service (COS).
Each Class of service will have license options which can be enabled or disabled.
License is calculated based on what options are selected on the Class of Service and how many users are part of that class of service (COS).
By default you have two COS - Subscriber and Administrator COS.
The license is not real time which means if you have created 10 users and they are part of subscriber COS which has VMI license enabled then you have used 10 license irrespective of whether those mailboxes/users are in use.
In Unity Admin if you go to System - Licensing it will show how many licenses purchased and how many in use.
