I have a person receiving unwanted calls from an outside party. Is there a way to block this activity? We are using Cisco CallManager 4.1 and my PRI trunks come in through Cisco 2811 gateways.

No, there is no way to block a "calling" number in CallManager you can only block a "dialed" number.this is because you can only
modify the called number and NOT the calling number

As it was suggested by the previous answer, you could block incoming calls on the H.323 gateway. However it impossible if your IOS gateway is configured with MGCP.
What I could suggest - enable "iDivert" button for this user. At least he will be able to drop the call to the VoiceMail without answering the phone.
Also you could contact your phone service provider and ask them to block this inbound number - some of them can do this.

I think you can do it by createing a new route pattern for this spicific number and forwored it to some of your gatways that could not handel the number.

You could create a translation patteren for this number and have it forwarded to the security station or any number you choose.
