How to change the calling party no. from 4 digits to 8 digits

Callmanager express is running 12.3(14)T5, all ip phone have 4 digits extension, e.g 2210,2211.

One IDAP(T1) isdn is connected to PSTN network, debug isdn q931 show the calling party no to PSTN is 2210, but PSTN need the whole level ( 8 digits)e.g. 28562210. 2856 is the prefix of the IDAP, user have the level from 28562100 to 28562299. In order to show the correct caller ID to external user(PSTN), the CME should send out the full range in 8 digits.Under the telephony-service, no any commands for this feature.

How can I let the CME to send out the whole range instead of the 4 digits extension??
