How to reduce delay to ring ?

I am using Call Manager 4.0 with 60 IP phones & a 2811 router as a H.323 gataway for PSTN access. I am using route pattern 9! in call manager and deatination-pattern 9T in router.

My problem is, when I dial any number to outside PSTN, the call is delaying for ringing. How can I reduce/minimize this delay ? Pls. help me.
