How to transform a route pattern

we have callmanager 3.3 with H323 IOS gateway. I have a route pattern 9.00!# which is for international calls with provider X. We want to implement the following: Whenever a user dials 9.00, we want to replace that with 9.80001234 which dials a different provider Y which has cheaper international calls than provider X. Whats the easiest way to implement this? Translation pattern? If yes, how?

If you're not using outside dial-tone this could be done with a route pattern:

Pattern: 900.!

Discard Digits: PreDot

Prefix digits 980001234 (assuming you need to send the 9 to the gateway).

Due to the variable length of International numbers, other solutions could be a bit messy.
