How to use Cisco TAPI to open a CTI port ?

Is there a Cisco TAPI simple code to register a CTI port or monitor a line ? I have looked at Cisco TAPI programmer guide pdf. This guide has definition of each function. But I need an entry way to Cisco TAPI.
