It sounds like you have the VIC-2FXO installed in one of the on-board WIC slots on your 2611. This is not a valid hardware configuration. On the 2600 platform, a VIC-2FXO card must be installed on an NM-1V or NM-2V network module which provides the DSP resources to packetize the analog voice signal.
Well, that's just the nature of the hardware. Any VIC or VWIC needs supporting DSP resources. For example, the VIC-2FXO, VIC-2FXS, VIC-2DID, etc will work in the NM-1V or NM-2V on the 2600, 3600 and 3700 platforms. Those VICs and more will work on 1700-series platform and other platforms where the DSP resources are provided by the optional PVDM modules (they look like memory SIMMs). The VWIC-1MFT-T1 (and the 2 T1 module, and the E1 variant) work with PVDMs or in the WIC slots on the 2600 or 3700 with the AIM-VOICE-30 or AIM-ATM-VOICE-30 DSP modules that fit in the AIM slots on these routers. There are more options that I'm not covering here, but to make a long story short, there are basically no VWICs or VICs that will work without compatible DSP resources.
