Hunt Groups

I'm using CallMgr 3.2(2c) and I'm having an issue with hunt groups. I have small groups, from 3-10 users per hunt group, and as calls hunt from one phone to another, I have a strange problem. Once the call reaches the 13th phone, the call stays on the phone for about 3-4 minutes, then receives a fast busy, and disconnects. Is there something in the Hunt Group configuration that can resolve this, or is this a bug?

Note: In the Service\Service Parameters, Call Manager service settings on the Call Manager there is a Forward Max Hop Count field. Once a call hops or hunts to this max count #, 12 by default, the call will stay on the last extension for about 24 rings, then disconnect. I increased the value to 48.
