ICD transferring offnet

We have IP ICD users who are trying to transfer calls offnet (9.xxxxxxx) and when they do a "blind" transfer the ICD desktop remains "In-session" instead of going back to an "Available" state. When they supervise the off net transfer, it works properly. On Net, either supervised or blind transfers work correctly. Anyone run across this before?
