Is the Attendant Console compatible with the ICS7750 running CCM ver. 3.1.2c? I can't get it to work. I get the standard call control error.

Yes Attendant console will work with ICS 7750 running Version 3.1.2c
with Following Caveats...so I suggest upgrading Call Manageron SPE to at least 3.1.3a
AC 1.1(1) has now been validated with 3.1(2c). The following
caveat applies:
AC functionality changes between 3.1(2c) & 3.1(3a) call managers:

In 3.1(3a), few more TCD service parameters are added. The most important are
"KeepOriginalCalledPartyIfForwarded" and "ResetOriginalCalled". In AC, these
values are "TRUE" by default. In 3.1(2c) these values will be "TRUE" and can
not be changed. But in 3.1(3a) they can be changed through CM admin interface.
Functionality changes between Web Attendant & AC in 3.1(2c) call manager:

For Web Attendant the values of "KeepOriginalCalledPartyIfForwarded" and
"ResetOriginalCalled" are "TRUE" and "FALSE". The values for AC are
"TRUE" and "TRUE".
TroubleShooting:
----------------
1. After replacing the web attendant with AC, the redirected calls from the pilot
point are going to agent mailbox instead of pilot mailbox.
In 3.1(2c), The value of "ResetOriginalCalled" can not be changed. The work around is as follows.
Problem:
Let say that there is a pilot point 5503 and 2001 is the hunt group
member. When a call comes to 5503 and the call will be redirected to 2001 and it goes
to VM if the call is not answered. The caller would hear 2001 greeting.
The requirement is the caller should hear 5503 greeting.
Solution:
Change the DN of the pilot point to another DN say 5504. Create a dummy phone with
the DN 5503 and forward all the calls to 5504. Now when someone calls 5503,
the call will be forwarded to 5504. Then the call will redirected to 2001 and it
goes to the VM if the call is not answered. Now, the caller would hear 5503 greeting.

Other than that AC works fine CM 3.1.2 (c)
Make sure you have following configured.
Here is what you need to do.
1) Get the new Attendant Console Software
2) Run the self-extracting exe on all CallManager boxes to replace the
existing TCD server. The new service is also called Cisco Telephony Call
Dispatcher.
3) Download the new Attendant Console client plugin from the CCM plugin page.
(It is still called WebAttendant on the plugins page).
4) From the user admin pages, Create a user 'ac' with password '12345' and associate
all pilot points and agent phones (phones controlled by attendant console) with this user.
