The DB folks indicate that error is coming from the resource manager (the guy that deals with localized strings for each language) - it indicates it's trying to populate the application UI with a string for a language that's not installed or something along those lines.
Are you using the same account via WTS that you are locally? Anything configured in WTS that would be causing us to fire on a different language or the like?
