Inbound DID numbers

I am looking at having several switch boards (in different buildings) being serviced by a single T1 at the main site. All the switch boards will have different DID numbers. My concern is that one switch board may tie up all lines of the T1. Can I setup the call manager to make sure that there is always 3 lines availible for each switchboard, leaving the other channels availible for anybody to use. I would like this to be configured inbound and outbound.
