Incoming calls from PSTN to FXO don't disconnect

I have a H323 gateway with a FXO port to the PSTN. The voice-port is configured for PLAR to call 1036. There is a voip dial-peer with dest pattern 1036 pointing to call manager and there is an IP phone with DN 1036. When you dial the PSTN number the IP phone rings, but if you end the call before the IP phone answers the call stays up - ie the IP phone keeps ringing and the voice-port is up.

The FXO cards have a disconnect problem, please look at this link for more details :
