Incoming calls to go directly to a particular IP Phone

I'm using 3661 router as my voice gateway for the CallManager using H.323. And I want incoming (pstn)calls to go directly to a particular IP Phone, how come I receive a dial tone after dialing a trunk line number? And I have to dial the local number of a particular IP Phone to access a local number. My configuration looks this way:

dial-peer voice 100 voip

destination pattern 4000

session-target ipv4:10.10.10.1

dial-peer voice 200 pots

destination pattern .......

port 1/0/0

I really appreciate if you can help me on this.

put in a "direct-inward-dial" statement in the pots peer
