I have an alarm system attached to an FXS port on a H.323 gateway. The alarm system must dial a 9 to get an outside line. Is there a way to configure the FXS voice port to automatically insert a 9 at the front of any called number? Perhaps a PLAR 9T or something?

You can use a translation rule -
rule 1 ^.... 9
translate called 1
When the number comes in on the FXS port 1/0/0 the translation rule will check for 4 digit( the '^' means start of digit string, the '....' is the 4 digits) , then prepend them with a leading 9, which can then match on a subsequent dial peer.
Have just tested this on a router and it works OK.
