Installing IP Phone Services subsystem / CRS Editor Steps

Is an AAR file available for the "IP Phone Services" subsystem / CRS Editor Steps install? The files and instructions that come with the "IP Phone Services SDK v4.1(1)" appear to actually be meant for a version 3.x install. Where can I get the correct files and instructions to get this "IP Phone Services" subsystem installed in Cisco Application Administration (IPCC Express Premium) - 4.0(4)SR01_Build029?

I received information from Cisco support that self-install "IP Phone Services" support was removed from the typical CRS version 4.x. You must be a partner and then purchase an additional license for CRS 4.x in order to enable the Custom File Configuration menu choices which allow you to install the "IP Phone Services" subsystem, editor custom steps, etc.
