Intra-zone call admission control with gatekeeper

I want to configure call admission control for VoIP gateways doing toll-bypass. I have a 3640 that I want to use as the gatekeeper. The VoIP gateways are across frame relay links with QoS configured on the links. I need to constrain the calls to and from these sites within the limits of the class I've set for voice. It is beginning to look like I have to have separate zones and gatekeepers on the other end of the circuits to do call admission. Is this the way this is done?
