IP Communicator can't dial out but can receive calls

I have a person in India logged into our VPN using IP Communicator. We can call him but he can't call out. Everytime he dials he gets a busy signal and an error message that says NO CTL Installed and Error Updating Location. Any suggestions?

Are you using CCME or CCM?

Check if the IP communicator files are installed in the tftp server.

Do you have the .cnf.tlv for the IP Communicator (IPC) in the TFTP server?
