ip phone 7940/7960 can't fall back to originating ccm

dear sir,

i've a scenario. Our publisher reload and all the ip pone 7940/7960 fall to subcriber . After the publisher reload, all the ip phone can't back to the publisher automitically but it will still stick to the subscriber.

please advise any idea. thanks.

Hie on the phone, can you see primary servers ip under CallManager 1
