ip phone 7940 is restarting

When mobile extension user logged on call manager, ip phone 7940 itself restarts and the user can not get a call from outside.(PBX,POST,v.s)

Are you refering to extension mobility? When user a logs into phone A, phone A reboots, and loads the EM profile. So the one time reboot is part of how EM works.

Check to see if the EM profile has any partition in the DN, then that partition needs to be in a CSS that is configured under the Gateway (incoming calls) section.
