IP Phone Address Book Synchronizer

Any solution or suggestion would be appreciated. I have a user who has 100's of names in numbers in the personal address book. Many of these names and numbers are long distance, yet do not have access code appended to the beginning which is 9 then 1 for long distance. "9" is the default value for the "predial" parameter that was set up in the address book so that part is taken care of. Question is, will my user have to add a 1 to all of her long distance numbers before or after the import or is there some other way around this. Changing her "predial" parameter to "91" would affect all of the numbers, even the ones that are local. Could an additional address book be created where she could import only her long distance names and numbers which could then be edited seperately from the other address book.

The below link has an example of Calling search space and Partitions which will give privilleges for different kind of end users. You can tyr implementing this.
