IP Phone Deployment/Inventory/MAC

What strategies have you successfully used to deploy IP phones (CallManager), maintain inventory, and do MACs while keeping the inventory updated?

I am looking for a strategy which will, as much as possible, involve the help desk with almost full responsibility for the MAC process. My initial thought is to define all phones in the CallManager, and new ones as they come in, whether or not they are deployed at that time, then simply have the help desk assign names and descriptions to phones as they receive orders. They can remove names and descriptions when they collect phones upon an employee leaving.

Does anyone have a better way???
