On 2 occasions the IP phone services have failed. They can be restarted by going into IIS on the publisher. You have to stop and restart the default web page. There is nothing in the event logs.
Any ideas?

I have the same problem here - It also usually happens after a system reboot, but I have yet to figure out just what breaks it. I'm not sure if it's a timing issue or not. Any suggestions would be greatly appreciated.

We changed the the URL Services parameter from:
http://0.0.0.0/CCMUser/getservicesmenu.asp
To:
http://0.0.0.0/CCMCIP/getservicesmenu.asp
Go to CallManager Administration>System>Enterprise Parameters
Replace the CCMUser with CCMCIP
If you copy the first url (with your CM IP)and put in the browser of your callmanager, you will see that it changes anyway. By placing it in the enterprise parameters, you allow it to skip that resolution step and consequent timeouts.
