IP2IP gateway

Can someone please explain why the following does not work.

I have 2 phones on the same call manager x1100 & x1111. I have a route for x2222 which routes to a 3725 ip2ip gateway. The gateway then translates 2222 to 1111 and routes the call back to the call manager.

I thought this would create call legs x1100 <===> gateway <===> x1111.

The phone rings but connectivity is never establised. The phones can call each other directly. tried various codecs (inc transparent) on the gateway with no luck.
