IPSoft Phone with CCM3.1

I am configuring i softphone for CCM3.1

I am getting an error "Phone administrator is currently not allowed to add or delete user" while adding user.

Please help me in setting up the IP Softphone with CCM3.1

Could you please post the complete error,

DC Directory service is started ?

Are you doing this from the PUB or SUB ?

Phone directory is working ?

Hi,

I have only one CCM.I just created a CTI port till now and after that i am trying to create the user form "User- Add a new user "- option and i gives Error

"

The following error occured while trying to load the requested page.

Couldn't create the user object.undefined

The Phone administrator is currently not allowed to add or delete users."

Version-CCM3.1(3a)

Also let me know the complete setup configuration required at Call Manager as well as IP Softphone to make calls.
