IPT Users Migration

Hello Experts,

I need to migrate 70 users of a total 285 users from an IPT branch to another IPT branch which already has 700 existing users. I have been working in IPT world for 3 years but have never done this kind of Network assessment. Could you please let me know what are the points that I have to consider. If you can send me an example document that I can follow in order to have this migration done would help me greatly.
