IPVC 3515 MCU Call Rate Issue

We have implemented a 3515 that allows various types of devices to dial into the MCU successfully. There are three Polycom units also on the same LAN. The desire is to have them dial in at 768Kbps, but that does not work no matter what settings we try. They always negotiate at 448Kbps. They get H264 CIF/SIF. MCU is on 5.5.0.

When the Polycom units dial directly to one another they immediately pop to 768Kbps which is the expected behavior when they dial into the MCU.

Anyone come across something like this? TAC says to update software on everything and then collect logs, but before we do this I'd like to see if anyone might have an idea of what we might try.

You can configure the maximum call rate for audio and video. This is the maximum bit rate available for this service. This value represents the total bit rate of the voice, video and data streams combined, up to a maximum of 2 Mbps per call.
