I have a GW connected to a legacy PBX with 15 channel PRI.

I can call from IP side to legacy site no problem. When I try and call from legacy to IP I get the following disconnect code

"Quality of service not available"

also when I try and call the DDI number of an ip phone, (which goes through the PBX) I get erro "user busy"

any suggestion at what to look for? is there a command that shows you which dial peer the call is using

debug isdn q931 shows "quality service not available"?

You need to debug each side and look at what your sending/receiving from both sides of view
