Issue with CME/CUE and inbound VOIP call from another Router

I have a CME/CUE configuration on a 3745. When I call from IP phone to IP phone off the 3745 all calls work and all calls role to VM as they should.

When I place a call from and anlog phone (FXS port) off another ethernet attached router to a CME IP phone via a VOIP dial-peer the call will complete and all is well.

However, If I let this H.323 based call (analog to CME phone) role to VM I just get a fast busy.

I have complete IP connectivity from CME and CUE to the 3640 router hosting the analog phone.

Any Ideas?

the dial peers for the two router are:

3745 CME router

dial-peer voice 110 voip

Description to 3640 anlog phone

destination-pattern 204.

progress_ind setup enable 3

session target ipv4:142.6.66.1

dtmf-relay h245-alphanumeric

codec g711ulaw

no vad

3640 router with Analog phone on FXS

Description to all CME IP phones on 3745

dial-peer voice 110 voip

destination-pattern 1...

progress_ind setup enable 3

session target ipv4:192.168.1.1

dtmf-relay h245-alphanumeric

codec g711ulaw

no vad

Your inbound call leg is H323 based. When it rolls over to voicemail, CME sends the call to CUE via SIP. To join both these calls together, the router by default does not do it. You have to configure,

voice service voip

allow connection h323 to sip

redirect ip2ip
