Yes, you have all Cisco gateway codecs available with ITS.
It then depends on which codecs an IP phone can understand, but they are as usual G711, G729A and G723.1

I've only internal communications (no link to PSTN) between IP Phones 7910/7940 directly configurated on router running an image ITS capable. On the documentation I didn't find the command on how configure the codec between them. It is really important because some of these phones are connected via serial links (bandwidth = 768Kb/s).

Now I understand what you'd like to try.
Unfortunately ITS doesn's support locations like the Call Manager. So IP Phones registered on a single ITS can only use one codec, G711.
If you need to have remote telephones what you can do is to use ATA in the H323 version, configure a dial peer on the ITS and configure the CODEC to use G729A, for example.
