Leading 0 stripped off Incoming CLI?

Hi All,

My incoming CLI is being stripped of the first digit when it hits my cisco phone! I have checked our MGCP gateway and CM and there isn't any digit manipulation going on to my knowledge. I have checked my traces and it's preceded with the euro symbol and the small box you get in notepad outputs!....which may be a clue! ????

Here we go, not sure how to do it using the CSS but there is a global CCM option depending on how many gatewyas you have...
