License issue??

Hello

I have on CUCM 6.1 with two gateway routers. on the second gateway, I typed following command

Hostname-CUE(config-jtapi)#ccm-manager address 192.168.1.5

and I got following error

- operation not allowed with current installed license

even wiht this command

Hostname-CUE(config-jtapi)#ctiport 4115,4116

can anyone please help me

well CUE for CCM and CUE for CME is a different license I believe on the CUE itself. :)
