Line/Device Approach and Translation Patterns

Where is the better place to put xlation pattern? In partition under device css or line css? Any thoughts?

In the line/device CSS approach, the line CSS is intended to enforce class of restriction (i.e. dialing privliges). Anything else should be in the device CSS.
