Logons perfmon counter not "counting" on Unity 3.1(5)

The Logons perfmon counter is not counting when I dial into voicemail or leave a voicemail to another extension. I thought this was an interval counter? Any ideas why it doesn't count?

Chatting with the core folks responsible for these performance counts, they tell me that this is actually the time to log into the mailbox (i.e. the delay from the time we request access to the mailbox till the time we get a filtered list of messages back). This is the time of the last subscriber to log in.

Not what I would have expected based on the name but that's the deal.
