Is it possible and where might I find information to set up the ability to dial people from a users personal address book or contact list in their outlook mail client to a cisco voip phone?

You need the TAPI driver that is compatible with the version of CM you are running. If you install the latest version of softphone, it installs the TAPI driver. Then you can go into outlook and choose either the softphone or your hardphone to initiate phone calls.
Of course this is over-simplified, but should get you started in the right direction. Not sure if there is any specific documentation for this configuration.

Youn can also download it from the callmanager plugins c:\cisco\ciscoplugins as well .
When you have associated the user with the phone make sure you tick enable cti application use.
