Low PSTN playback volume on Unity 2.4.6

I am experiencing a problem with the sound volume on messages that are played back to staff dialing in from PSTN. The volume needs to be increased. I have had to make adjustments to the attenuation and gain to minimize echo but now I have a playback volume problem. Searching the messages showed other people have had a playback volume problem but I didn't see any answers with the possible exception of an upgrade to 3.X. Any suggestions? I am currently running 2.4.6 on a Dell server and CCM 3.1(2) on an ICS7750 with PSTN via a PRI into the 7750.

Is this a dual switch integration (i.e. there are Dialogic cards in Unity hooked to your PSTN)? If so you can independantly adjust the AGC targets for those lines... if not (i.e. everything is routing through a CM coming into Unity) then you don't have a lot of options here other than getting to 3.1(4) or later and using the AGC functionality in there to level out the records to hit the same dB targets.
