If you have a company that has multiple departments, and we create a custom call handler for each department, is there a way to limit the spell by name lookup to each department? For example, there is a John Smith in Finance and a Frank Smith in Payroll. If someone hits the Finance call handler and dials by name, can it just return John Smith, and NOT Frank Smith?

Currently there's no way to create multiple directory handlers (the guy outside callers use to find subscribers based on spelled name). The only option in 3.x is to limit the search scope to users on the local box or all users in a dialing domain.
Unity 3.2 has multiple alpha directories committed as a feature. You'll be able to create several directory handlers and limit the user list for that handler to members of a COS, members of a distribtuion list, local server etc... it'll be a nice feature for simple tenanting type applications as well as large companies that want to do department directories and the like as you mention.
I don't have a release schedule for 3.2 at this point. Later this year is as specific as I have at the moment.
