interesting. Do you see the same behavior with the SA and Import tools not showing those mail users as available to import? All three tools use the IDC component in the global catalog monitor for finding users that are valid for import as subscribers.
sounds like some property or another is being set differently for users created in that container vs. not... if you create a user in another container that does work ok and THEN move it to VMOnly do you see them? If so, that would strengthen that theory. The only properties I can think to have you look at in ADSI would be all the ones that start with "ciscoESCBU".
Also, be sure the account you have associated with the AVDSxxx services in the SCM has proper rights to that container (it needs read and update rights for a number of properties on users in that container to be able to import users in there).
