There is an import utility in the Unity program group that will let you import users en mass from Exchange directly or via CSV (if they don't already exist in Exchange). If you want to speed up this process even more you can pre populate the business phone field in Exchange via CSV with the user's phone extension (assuming it's not already there)... the import utility defaults the value of the user's extension to what's in Exchange for the business phone which speeds things up quite a bit.
