Max calls for CTI route point

Customer has CCM 4.2(3). They have several departments and each is setup like this:

PRI with DIDs pointing to each departments CTI Route Point.

CTI Route Point is set to CFwdAll to a Hunt Pilot > Hunt List > Hunt Group containing about 5 phones each in longest idle hunting.

One of the departments has 5 phones that they want all 5 phones to ring, but only a max of 2 incoming calls. A third incoming call would get a busy signal. I've set their hunting to broadcast to ring all phone, and also set the CTI RP to a max calls of 2 and busy trigger of 2, but the third call still rings in.

Any way to stop the 3rd incoming call for this DID at the router? Its a 2811 setup as an H323 gateway.

Any thoughts?

What do you have in the max num of calls and busy trigger of the phones in the Hunt Group?
