In the CallManager under service parameters there is a setting called MaxForwards to DN. I can't find any info on what the parameter affects but it has a star by it indicating that it is a required parameter in CallManager. My question is... What would this affect if that parameter was set to 0? The default setting is 10.

I don't know all about this parameter, but setting it to zero sets you up for a routing loop that will crash your CallManager. This I know from experience.
Keep it at 10.

that is the amount of call-forwarding to one Directory Number at the same time.
