You need to first decide whether you want a server from Cisco or from HP/IBM. Then you decide what part numbers to procure.
If you have already purchased LIC-CM7.1-7816, I don't think you'll be able to use it with IBM 7816 equivalent server, untill Cisco finds some way to convert that license in to the software which you would have purchased for IBM server.
