Meet-me dail-in from outside on Callmanager 3.1

Does anyone know how, or if, you can setup a meet-me bridge for outside, first caller, dialin?

We want an outside caller on a non-ip phone to be able to start the bridge.

We do not have the budget for Cisco Conferencing Center.

Michael, Did you ever figure this out? I have the same issue for one of our smaller clients.
